Completing the quest "Ebon Vanguard Allies" - Guild Wars Forums

How do you complete this one? Looks like I wasted my candles by exchanging it for an item.

EDIT: Nvm, I completed it. gave 6 candles, 3 red bean cakes, 3 rice wine and 3 soup of skale fin in installment.
